The official name of the Scatteran Supremacy is the Scatteran Supremacy of Aligned Systems whereby the Scatteran Supremacy goes by other names as well such as the following: The Supremacy, Scatterran Hegemony, the Hegemony. The National Anthem is called "Rise, O' Voices of Exile" and can be seen here:

The Scatteran Supremacy, or merely the Supremacy, is a Post-Orwellian Neo-Feudal Theocratic Autocracy that is 100% Authoritarian on the Democractic-Authoritarian spectrum, 85% Politically Right on the Political Left-Right spectrum, 100% Socially Right on the Social Left-Right spectrum, 80% for Closed Society on the Open-Close Society spectrum, 85% Hawk Lobby on the Hawk-Dove spectrum, 75% Isolationists on the Interventionist-Isolationist spectrum, 100% Nationalist on the Nationalist-Pacifist spectrum, and (finally) 100% Modern on the Modern-Obsolete spectrum.

Legislation is heralded by the Imperial Assembly (Reichsversammlung). And the Imperial Assembly is a massive legislative diet of nobility that convenes every four months in the Reichshalle on Tannhäuser to discuss and decide the civil government’s course of action. The Assembly was created for two reasons, the first and foremost being to establish a social hierarchy within the Supremacy, and while every part of two halves is equal - man and woman, young and old, soldier and civilian - a society simply cannot function without a viable hierarchy, and thus a definite distinction between the nobility and the common citizenry is necessary. The second is to cooperate, ironically enough, to share issues encountered by each house and to come to a conclusion on how best to remedy them, as the Emperor cannot, despite his love, always be ready to tend to every need across the Supremacy. Threats of xeno invasion and heretical revolution, alongside the constant struggle of spreading his light and rule to all of existence, logically take precedent.
Even while the Supremacy is united in its wars against the Collective its staunch opposition to the Coalition, a balance must be maintained. No assembly can function as one for any sustained time, even with the diligent efforts of their lord and God, and so a cycle had to be instituted to keep the nobles - planetary governors, martial leaders and the upper class - complacent. Many foreigners would argue, with their heretical, democratic sentiment that such a system breeds weakness. They are wrong.

The theory behind this is quite simple; by causing conflict among his subjects, Josef distracts the ambitious. Those who would act to secure his power would be too busy fighting among themselves and protecting their own assets to organize or unite effectively against his rule, should they prove heretic enough to turn on the second coming of God's son. But loyal are they to their blood - their divine lord. Never would they bow to an outsider, to prostitute themselves to foreign masters so that they might gain a scrap of profit. Not only would it ruin their reputation as a house, damn them to purgatory for all eternity and bring shame on both their ancestors and posterity, but they would castrate themselves. To rely on another to garner prestige is a trait of the meek. The greatest honor to be had in the Supremacy is to forge one’s fate, to gain the emperor's favor, with their own hands. The Assembly is overheard primarily by two individuals - the Lord or Lady Chamberlain of the Assembly (Kämmerherr[in]), a commoner, and the Archduke or Archduchess(Erzherzog[in]), the highest ranking noble in the realm behind only the members of the imperial house. The former is usually a citizen appointed by the archduke/duchess, who is in turn appointed by the emperor. A noble of any sort or specialization may qualify for the position, and individuals of many walks of life have held the title, from great warriors to clever mercantile opportunists.

The title of Kämmerherr is held for life, once one has been appointed such by the archduke/duchess, however, only the current chamberlain is allowed the trappings of the office. The office is held, once appointed, for five cycles, and may be reappointed however many times the archduke/duchess desires. The chamberlain may, at any time, resign from the office, and thus is the only definite way to ensure one is not reappointed.

The archduke’s/duchess’ position is far more permanent than the chamberlain’s, as upon being appointed to such an office by the emperor they are to hold it until they are deceased or they choose to resign. To become archduke or duchess, one must be born a noble and not raised from the common masses. The archduke or duchess may be, at any time, dismissed by the Emperor. 

The imperial family occasionally attend the Assembly, should they have the time free, and oversees the events as observers, seated above both the chamberlain and the archduke.

The (current) homeworld of the Supremacy is Tannhäuser. Though, their previous homeworld was that of Scatter but were exiled.

Population Breakdown

Scatterans

Austrans: The Austrans are a Scatterran race hailing from the peninsula of Austra, and perhaps the most infamous. Humans, if they can be called such, hailing from the planet of Scatter, the Austrans have always been an imperious, proud people, founding one of the first civilized states on ancient Scatter since the times known to most as the cataclysm. They stand, like most Scatterrans, roughly half a foot taller that a typical Terran, at the least, and often sport fair-toned skin. They are the dominant political and cultural force in the Supremacy, having twisted all other races and cultures therein to conform to the pattern of their own culture over the past several centuries since their exile. They speak a guttural germanic tongue known to the Scatterrans as Austric.

Azricans: Scatterrans hailing from the land of Azrica - a conglomerated republican state for most of its history - were at one time a diverse mix of peoples, though that diversity has been in decline since the nationalist elements of their people sided with Josef Kampf in the War of the Exodus. They, like most other Scatterran peoples joining the Austrans in exodus, may have lost their physical variety, but cling proudly to their language and traditions as Azriks. The Azricans speak accented Aenglis, a rather Angloid counterpart to the Germanic Austrans.

Vitestovaks: A hard and hearty people hailing from the farthest north of Scatter, the Vitestovakians were once puppets of the Oriyaks but found independence through Austran backing. The relationship between Austra and Vitestovakia has always been strong, even after they both ascended to the stars. A slavic people, the proudly adhere to the Orthoxan Sight and maintain their own alphabet. A slavic folk, the Vitestovakians speak a bastard derivative of the Oriyak language.

Soruks: From the northern coasts of Sorukoy come the Soruks, an ancient and wealthy people. Almost as old as the Austrans, the Soruks have long considered Austra their cultural fatherland, inheriting many of their laws, customs and language from the land. When the call came during the war of the Exodus to support father Austra, Soruks near and far answered - and it is their blood that fed the Scatterran grass the most in that dreadful war. They speak an ancient, Punic tongue that pre-dates the first Austran Empire.

Vendragans: The forgotten theater of the Exodus - Vendraga - saw some of the bloodiest fighting. Often considered a 'wild continent', Vendraga raised both harsh people and harsh ethics, both of which clashed violently in the Exodus. What few survived rallied to Austra and took to the stars, exemplifying themselves in colonizing the most dangerous worlds and the bringing the Emperor's light to the darkest of reaches. Once the only continent and people who could compete with the Austrans, the hispanic Vendragans proudly hold high their traditions and language.

Oriyaks: Another slavic people, the Oyirak were divided in the War of the Exodus - part of them sided with ICON, whilst others threw their lot in with the CIS. The Oriyak Tsardom was split in two when the Hegemony exiled itself, and those that fled with Josef Kampf have clung tightly to their monarchistic traditions and the Orthoxan Sight. What was once the greatest slavic people on Scatter are now limited to being a practical client state to the Supremacy.

Tokaigan: Despite the Pan-Tarsonic Alliance's third-party stance in the War of the Exodus, far-rightist and monarchist Tokaigans fled to enlist with the CIS in the war, and who survived fled with Kampf's loyal cadres to the depths of space. Determined to reclaim their lost homeland and smite those who dared stand against their former empire, the Tokaigan are some of the most passionate zealots in the Hegemony. Almost completely dominated by House Uesegi, the Tokaigan culture in the Hegemony is nigh-on monastic, where humility and obedience are considered two of the highest virtues one can aspire to in their life, and material wealth and worldly pleasures are shunned.

Helvett: A celtic people from central Aleurone, never since the days of the First Austran Empire have they proven a sovereign people. For centuries they dreamed of a pan-Aleuronic fatherland, united under a Helvett monarchy, but always suffered under the yoke of Ludecan slavery. With the rise of the Austran Empire, and later the CIS under Josef Kampf, the Helvetts again knew hope, and when the time came for war they were some of the first volunteers. Now, in the Post-Exodus age, the Helvett finally have their own home, granted to them by the Kaiser, and they will defend it to their dying breath.

Seshans: A darksome and proud folk from Denlo, the Seshans are genetic and cultural cousins of the Austrans. Long content to live and cultivate their homeland, they answered the call to war once in the Great War, siding with their cousins against the Western Pact, and again in the Exodus on the side of the Confederacy. They proved valiant and capable soldiers in both wars and on many fronts, but their true valor shown on the Night of the Exodus, for as the many Confederate survivors of the war plotted their exile from Scatter it was the Seshans who volunteered to hold the line. Every man and woman capable of holding a rifle went forth, accepting certain death as their fate that their comrades and their cause might live on. Only the elderly and the children escaped with the rest, and their sacrifice has never been forgotten by those that survived that night, and even today Seshans are proudly celebrated as the saviors and guardians of the Empire. To boast that one has the blood of Seshakone in their veins is to claim both honor and valor in the Hegemony.

Zwerg

A client race of the Supremacy, the Zwerg are a Terran sub-species discovered on the Northern Frontier early in the Supremacy's history, not long into the twenty-third century. Already at war with elements of the Collective, the arrival of the Supremacy saw the ascension of their people to the stars with Kampf as their benefactor. Feeling their entire species to be indebted to the Imperial Scatterrans, a vast majority of the Zwerg pledged themselves to Kampf’s state. Welcomed wholeheartedly into the fold of the Scatterran empire, the Zwerg quickly took to the neo-Sarenist cult and exacted eager vengeance upon their would-be exterminators. They are a hardy folk hailing from their homeworld of Aulë, having evolved from their Terran roots in the light of their red giant to live underground. Still hampered by their subterranean heritage, the Zwerg's eyes are suited to darkness, though they are incredibly resistant to radiation. The Zwerg are integrated into the Reichsversammlung and possess their own noble houses and realms.

Alfar

The unfortunate byproduct of a nightmarish industrial catastrophe on the Grierr world of Lothar, the Alfar are a strain of mutant Scatterrans who have adapted to a purely carnivorous state. Incapable of digesting or processing plant matter, the Alfar live a hard and trying life in a realm such as the Supremacy, where food already is a thing strictly rationed. Legally protected still as Scatterrans and citizens of the empire, the Alfar face only discrimination in the social sense as some are unwilling to look past their pale appearance and predatory nature to see that they are still comrades in the struggle for the final victory. Unwavering in their devotion to the Supremacy, the Alfar enjoy a longer lifespan than their unaltered cousins, and relish the longer opportunity to serve their homeland. As the condition is genetic Alfar are often incapable of interbreeding with typical Scatterrans, though through a dedicated effort on the part of their people they have ensured their survival through an abundance of progeny. The first generation of Alfar are only beginning to pass away, thanks to natural causes.

The Imperial Saren Ministry

Austran Order - One of the oldest religious sects hailing from Scatter, the Austran Order, while it was not always the most popular sect of Sarenism, is considered the most pure. Hailing from the original birthplace of Scatter the Demigod, Austra, the Austran Order was formed from Scatter's original disciples and are known often for the strictest adherence to his scripture. The Austran Order has been, and still remains, the primary religious belief of the Austran people.

Since their ascension to the stars, those Sarenites who fled with the former Confederacy at the end of the War of the Exodus came to believe that their leader, Josef Kampf, was not simply a saint but the inheritor of the greatest prophecy known to the Triarch: the Second Coming of Scatter. While the Ludecans of the west believed that their God-King had already been reborn, the Sarenites across the board - not simply the Austran Order - rejected the notion. But as Josef Kampf guided his nation and his people through the trials of the Plague of Six and then the horrific War of the Exodus, none could deny that he was indeed the reborn Scatter - though some tried.

In the centuries following their exile, the Austran Order of the Neo-Saren Ministry has cemented its position as a valued state organ of the Scatterran Supremacy, providing one of the three points of the Imperial Triad - the base of the Emperor's divine power - though one primary point of faith, that every other Saren institution in the empire has adopted: Josef Kampf is the Son of God come again to deliver them to greatness. 

Orthoxan Sight - Traditionally an Oriyak and Vitestovakian school of Sarenism, the Orthoxan Sight, or rather an Orthoxan set of values placed upon the Cult of Kampf, was carried into the Hegemony by those Oriyaks and Vitestovakians who fled their homeworld in Kampf's ranks. While a minority in comparison to the Austran school of thought, the Orthoxan Sight has managed to maintain the largest Neo-Saren following outside of the Austran Order.

Other Neo-Saren Schools - Aside from the original schools that originated on Scatter, several new denominations have emerged since the Scatterrans have taken to the stars. From violent blood-cults to minimalist nigh-agnostic thought, a wide variety of smaller schools have taken up the Neo-Saren banner, though the throne and the clergy does its best to make sure they do not gain too much power.

Research Found in the Supremacy

"Research" refers to the three technological developments that are being made throughout the supremacy and other nations. Thus, research is divided up into three parts: Primary, Secondary, and Tertiary. Primary Research is what the nation is primarily focused on, and then the other two parts come second and third on their research "to-do" list. So the Supremacy's research is as follows:

  • Massive Ship Hulls - Supported with research into more developed metal alloys, the large ships and hulls constructed by the Supremacy allows for more room for weapons, people, foodstuffs, fuel, greatly increasing range and efficiency, and cutting down on the number of ships needed in a fleet to pose a threat.
  • Genetic Manipulation - Since ascending to the stars, the Imperials insist on further perfecting the Scatterran form, heavily interested in the possibilities of the gene. From growing new soldiers from scratch to augmenting those who currently serve, extending lifespans and activating mental capabilities otherwise thought impossible. To the Supremacy the key to victory lies within themselves.
  • Mechanized Armor - To combat the nightmarish alien hordes that lie beyond their frontiers, the Hegemony has put their faith in massive armored walkers - titans of the battlefield, often two or three stories high and weighing in at hundreds of tons - to even the odds. Facing down everything from low-orbit frigates and corvettes to gargantuan eldritch abominations, the Imperial Ritterkorps are often at the forefront of the engagements the Supremacy finds itself in.

Military

Nationale Heimat Armeen

In truth not a singular martial body but a collection of dozens, the NHA are the planetary forces garrisoned across the Supremacy, each noble house possessing their own wing of the NHA, directly proportional to their influence in the Imperial Assembly. The NHA, unlike the planetary forces of many other nations, are used in a primarily defensive role, leaving the offensive tasks to the forces of the civil government – the navy, marines and House Kampf's Landwächter. The variety of uniforms, tactics and hardware reflects the variety present in the various houses of the Supremacy. (Ranks and Insignia of the NHA)

Reichsternflotte

The navy of the Hegemony, the RSF is the largest branch of the imperial armed services. The highly renowned pilots of the starfighter and starbomber corps are known throughout civilized space as some of the most naturally talented anywhere, rivaled only by the most elite squadrons in the Coalition or Collective. Their massive capital ships are an iconic symbol of imperial authority across the stars. (Ranks and Insignia of the RSF)

Reichsweltraumkorps

The marine corps of the Supremacy, in truth simply a department of the RSF, the RWK is the planetary arm of the fleet. This is the planetary force of the Supremacy’s civil government proper, not divided among the many great houses of the empire. Comprised primarily of convicted criminals, the marines of the Supremacy have nothing to lose and everything to gain in battle, and it shows in their results. (Ranks and Insignia of the RWK)

Landwächter

The same concept utilized in the NHA on an exponential scale, the Ländwachter of the Supremacy is the personal military of House Kampf, exempted from the rules and regulations of the common and noble state, answering to no one but the crown. A fully functional and capable planetary and interstellar force in its own right, once one is deep enough inside of imperial territory the traditional military of the Supremacy is nowhere to be found, in their place the black-clad legions of the emperor keep the peace and hold the sword over the heads of the great houses and their families.

A great deal more overt than the RSF and RWK, and far more professional than the NHA, the Landwächter truly epitomizes the ideal of Austran militarism in the interstellar age. (Ranks and Insignia of the LW)

Seraphim

Perhaps the most frightening force employed by the Scatterran Supremacy are not organized under what many other nations would consider the government, but rather the church. The all-female martial organ of the Imperial Saren Synod are the Seraphim, the church's private army, effectively at the beck and call of the throne. Holding devoutly to an ideal of purity and utter fealty to their emperor as the second coming of Scatter, the Seraphim pledge themselves as brides to Josef Kampf and guardians of his holy word.

Coming from all walks of life, from homeless beggars and desperate brothel-workers to disillusioned university students and insecure noblewomen, the paramilitary that is the Seraphim accepts all who hear God's word. Though their numbers cannot hope to match any other branch of the Imperial Forces, they make up for such weakness with inhuman ferocity. (Ranks of the Seraphim)

Zivilwächter

Not so much any legitimate military force, but rather a paramilitary force which is ever-present throughout the entirety of the Scatterran Hegemony, the Zivilwächter - often referred to as ‘Civil Protection’ in Aenglis - are the police force for a vast majority of imperial space. While some areas are administered specifically by noble or military police, Civil Protection's one true job is to ensure the legal and civil purity of the population - as much as the Seraphim's job is to ensure the religious purity of the nation. More often than not those that Civil Protection engages are criminal elements. (Ranks and Insignia of the Zivilwächter)

Economy

The Supremacy's currency is noted as being called "Mark" ("Marks", plural), and that their GDP (Gross Domestic Product) is to be 34.2 Sextillion Marks. Their economics are housed under SARDAS (Scatterran Armaments and Research Development Administrative Syndicate) with their economy type being Syndicalist Command.

Also amongst each faction, they've developed a uniquely manufacturing their goods. The Supremacy produces and exports lesser variants of many of its firearms and its mech models, used to equip both puppet regimes and the highest bidder.

Culture

Imperial culture as it is now known and observed has only existed for but a brief five centuries, having come into being with the establishment of the Scatterran Hegemony and the maturation of the imperial system of government, but the foundations for it were laid many centuries before, and from a multitude of sources. Though overwhelmingly Austran in socio-political culture, the Scatterran Hegemony can also trace its lineage to such distant shores as Tokaiga, Vendraga and Khorkoy, all woven together into a coat of many colors for the Imperial twins tailored by religious and secular traditions from around the Scatterran globe - the end product being an incredibly conservative, nationalistic society built around the single, accepted truth that Scatterran civilization is superior to anything and everything else in existence, and the Hegemony is the pinnacle of such development.

Language

Austric is not only the official language of the Imperial state but the lingua franca across all of the Hegemony, spoken by a vast majority of the population. It is a binding element in a nation that prides itself on its cultural diversity in a manner similar to the Austran legal code. All legal documents and any official dispatches from any memberstate, regardless of ethnicity, are written in Austric, the language proving mandatory curriculum for any Imperial educational facility and literacy is a requirement for martial or civil service. Austric utilizes a runic alphabet, often stylized in a gothic manner, which has been incorporated into most other languages present in the Hegemony’s memberstates, from Aenglis to Helvaic, and is easily distinguishable from the more clean cut and utilitarian fonts and alphabets of the Coalition.

However many other languages are spoken and written in the Hegemony, for though Austric is the official language for the Hegemony as a whole, each memberstate may not necessarily prove Austran culturally. The Vitestovakians and Oriyaks, in particular, prove quite stubborn with their cyrillic alphabet and respective languages, irking the Austran precedent with their Orthoxan traditions. Many of the languages present in the Hegemony have incorporated words and phrases from Austric, the Austran language’s pervasive influence in the nationalist Scatterran power permanently shaping the socio-cultural models of those peoples who had elected to flee with Kampf in the Exodus.

Thanks to the Syndicate’s activities beyond the borders of the Hegemony, even a sizeable minority of the other Scatterran powers are familiar with the Lingua Austra, proving to be a tongue associated with culture and sophistication across the Garden. Nearly three-fourths of the Imperial population register on a census that they are capable of communicating fluently in more than one language.

Literature

Austran literature itself hails from Scatterran antiquity with the many scholars and writers of the First Reich that spread across Scatter, though the literary contributions of the Vitestovakians, Soruks and others are hardly overlooked in the Scatterran Hegemony. When it comes to social culture, not simply literature, the Hegemony is obsessed with its glorious and storied past on their former homeworld, and it matters not in their eyes whether the source of such culture is or isn’t Austran. From the histories by Vikteore of Süd to the minimalist, fatalistic poetry of Tokaiga, the literature present in the Hegemony draws heavily on the traditions established on Scatter and rarely, if ever, breaks away from them.

With the exception of an infinitesimal minority, all publications in the Hegemony are digital for, just like their currency, literature has become paperless. Printed materials, indeed any books, are incredible status symbols for whoever can afford either originals from Scatter, or have newer publications printed for them, and libraries are often a choice location when hosting any social event.

Philosophy

While the philosophical schools present in the other major Scatterran powers feature heavily the correlations of the rise of natural sciences and the decline of religion and religious focus, those within the Hegemony focus heavily on the combination of such elements, and indeed working their Neo-Sarenist faith into every element of thought that they can. But every school of imperial thought, from Austran to Tokaigan, owes its current form to the diligent work and passions of one man - Johannes Dietrich, the father of the God Emperor. Founding both the Volksrepublik Südreich in the wake of the Second Reich’s collapse and the hyper-militant Volkist socio-political school of thought, Dietrich changed his name to Otto Kampf and became the most beloved figure in modern Austran history, second only to his son. With Austra leading the Pact of Steel, Kampf forged a haven for tradition and faith in a modern world rife with corruption, greed and apostasy, and formed an international bloc that would eventually become the Confederacy of Independent States with the advent of the Exodus War.

Modern Imperial philosophy, while heavily influenced both by the Neo-Sarenist Synod and their Volkist progenitors, is leading the Scatterran charge in analytic thought, the precision and clarity of such well-suiting the Austran masters of the Hegemony.

Music

While the musical tendencies of the Hegemony might be considered developmentally retarded by other Scatterran states, the Hegemony prefers to view its musical pursuits as cultured and playing into their natural skills. Heavily influenced by the Austran father-culture of the Hegemony, the musical scene in the Hegemony tends towards one of two major schools: electronic or classical. The classical school is, as the name would imply, dominated heavily by the traditions and styles established on their homeworld before their self-imposed exile, producing new symphonies, concertos and operas in the centuries since leaving Scatter, with many becoming international sensations despite the near ‘hermit-kingdom’ status of the Hegemony itself.

The electronic school could be considered far more modern in comparison, more akin to those found in the Coalition or former Commonwealth, producing music that could just as easily be calm and ambient or exciting and harsh. As equally common as the classical school, the electronic school is no more popular with the youth or urban populations than its competitor, and is just as likely to be found in the clubs and lounges across the Hegemony. Of particular note are those practitioners of the arts who meld the two schools together, such as Devika Arqa, often with incredible financial success.

Cinema

Perhaps one of the fields where the Hegemony truly does lag behind its counterparts, Imperial cinema is hampered by the highly restrictive regulations put in place by the Verhör and the Synod to ensure cultural purity. While not every film released is a blatant piece of propaganda glorifying the Hegemony, every film is scrutinized to not criticize the imperial government, divinity of the twins or the righteousness of the imperial cause, as well as to promote positive qualities for the general populace, encourage Kampfist doctrine and pride in themselves, whether ethnic or national. All films are produced by the Imperial Ministry for Public Enlightenment (Reichsministerium für Volksaufklärung), and each house major possesses its own sub-division of the RMV.

Architecture

One of the fields the Hegemony prides itself on utterly is its architectural styles, at the forefront of which is their neo-Gothic school of thought. Easily found across all of the Hegemony in every memberstate, neo-Gothicism is present even if it is simply a local post office, as every state building is mandated to be built in the aesthetic style. Perhaps the most notable setting to observe Imperial architecture in person is the capital, Tannhäuser. A veritable gallery of examples and standards, Tannhäuser and its skyline is known, even if only through textbooks and videos, the whole empire over as the standard by which all cities are measured.

Art

Imperial Art, perhaps thanks to its primary influence from Austra, is renowned the Garden over for its tremendous and spectacular dedication to the classical schools of Scatterran art. Rejecting modern tendencies on nearly every level, only the most liberal of artists would dare dabble in impressionism or surrealist work, risking investigation from the Verhör if they bothered to do so. Building on various long-established and distinguished traditions from Scatter, everything from traditional Austran schools to Tokaigan Ukiyo-e, the art present in the Hegemony strives to present the world as it is seen by mortal eyes.

Religion

A defining element of the Hegemony, the state religion is a twisted incarnation of the old Sarenist faith from Scatter, now known as Neo-Sarenism, that has been groomed into a cult surrounding Josef and Josefine Kampf. Hailed as the second coming of the demi-god Scatter, Josef and his twin sister Josefine are regarded as the living embodiment of God in once-mortal coils. With a majority of the nation registering themselves as Neo-Sarenists and attending mass on a regular basis, the tenets and morals of the Neo-Sarenist faith are intrinsic to Imperial Scatterran society, even among the sizable minority that do not register themselves as practitioners of the faith.

Atheism is neither punished or scorned in the Hegemony, though it is taxed.. Neither the Synod or the Verhör see any issue with atheism so long as the practitioners do not deny House Kampf’s political authority, and in truth is the only belief (or lack thereof) that is acceptable in the Hegemony aside from Neo-Sarenism. Pagan faiths, and indeed any Scatterran faith that questions or contests the divinity of the Kampfs, are one of the few crimes severe enough in the eyes of the Hegemony to warrant the death penalty.

Fashion

While sporting modern and utilitarian clothing, by and large the aesthetic design and thought processes behind Imperial fashion are incredibly conservative. Designed to show as little skin as possible, whether in a professional or a personal light, the clothing seen across the Hegemony is best described as Edwardian, even among the poorer areas. Commoner and noble alike follow many of the same social customs regarding dress and clothing, and thanks to the Austran father-culture of the Hegemony, they regard these social mores with near religious reverence.

Known internationally for its obsession with propriety in appearance and manner, the Hegemony has become the butt of jokes across the Garden for their antiquated and eccentric styles.

Cuisine

While largely dominated by Austran influence, to say that the cuisine found in the Hegemony is homogeneous is a terrible understatement. Wherever there are elements of one of the many member races of the Hegemony, so too is their cuisine, whether it is being served in restaurants or privately to friends and family. From the spicy, hearty fare of the Vendragans to the light meals of the Soruks, all can be found on the plates of the common folk and the nobility alike. A definite organic food market is growing for the gentry and the nobility, who would prefer to avoid many of the materials that the common people are forced to use thanks to war rationing.

Of important note is the recycling of the deceased present in the Hegemony, to provide those who are unable to provide food for themselves. The social security services provides these high-calorie supplements free of charge to any who apply for aid. Such supplements are often used both in the house and civil militaries as field rations. Such practices have lead to a wide variety of disparaging rumors concerning the Hegemony, labeling them as cannibals and savages.

As far as alcohol goes, both wine and beer are equally regarded as national beverages, with the popularity of harder liquors varying depending on the ethnicity involved, with darker beers and red wines being largely preferred within the Hegemony. Non-alcoholic beverages of particular popularity are coffee and tea, both warm and cold.

Sports

An integral part of Imperial Scatterran life, sports and sporting events in the Hegemony vary greatly from those in their more liberal counterparts. With a pronounced focus both on classical Austran events from the First Reich and martial competitions, sports in the Hegemony are geared to getting the populace of the empire not only into fighting shape, but to lay the groundwork for a basic, empire-wide militia. Starting in the second grade of public education the children are organized into companies instead of classes, and beginning in fourth grade the companies begin to compete against each other in martial training exercises. This continues until the end of state-sponsored public education.

Society

The Hegemony, despite its traditionalist sentiment and antiquated veneer, is a modern and advanced society that is shaped by a plurality of lifestyles and ethnic identities. The Hegemony has established veritable gender equality and has long embraced the homosexual element of their society, the lesbian and gay citizens of the empire having never had to live with fear of repression or persecution for their sexuality. While easily classified as authoritarian and tyrannical by many standards, especially when one considers the intensive regulations imposed on reproduction, the Hegemony is also known for its staunch protection of the Scatterran species, both legally and physically, and a near universal standard of living for the common folk.

Brief History

Originating culturally from the Austran Peninsula on the planet of Scatter, the Supremacy is a fairly recent creation in terms of galactic history. They often refer to themselves, in their own culture, as the Third Empire, being the third great imperial power to emerge from the peninsula - and it seems now that they will be the last. First was the Austran Empire, arguably the first nation to ever emerge on Scatter in the days following an event in prehistory known as the Cataclysm. The Austran Empire established many basic concepts of Scatterran civilization, from spreading a basic alphabet and numerical system to developing concepts such as taxation, medicine and philosophy. Legend has it that it was the demigod Scatter who had founded the Austran Empire, uniting Aleurone, Oriyak and Maji under his banner, and began the imperial line.

For over two-thousand years the Austran Empire reigned on Scatter, until its dissolution in what amounts to the Scatterrans' 14th century. As the imperial lineage was destroyed, the empire collapsed into an ultra-fragmented patchwork of petty fiefdoms and city-states, most former Austran territory falling to foreign powers save for the homeland itself. Despite their disunity, their common cultural and religious ground united the Austrans against any invading force, and the peninsula remained nominally "independent" from the major imperial powers of the world. A barony in northern Austra embarked on an ambitious campaign in the late 19th century however, under the martial leadership of General Helmut von Porath, the Baron Werner Dollmann united the peninsula under his banner, and was crowned Kaiser of the Second Austran Empire in 1879. With this act, the modern nation-state of Austra was born, seeking to unite the Austran peoples under the nationalistic school of thought that had given the empires of Aleurone, to the west, such strength in the past century.

For the first fifty years of its existence, Austra didn't contribute overly much to the world, even with a remarkable victory over a northern Oriyak invasion and forcing the Great Saren to yield vast swaths of territory to them to avert the threat of a Austran counter-invasion and the first utilization of aircraft in warfare in the same war. It was not until the Ushean Conflict, as a united ultra-nationalist Aleurone attempted to conquer Oriyak, that the Austrans ascended to the stage of imperial power once more. Coming to their Saren brothers' aid, the joint Austro-Oriyak force decidedly routed the Usheans and, in 1949, reaped the benefits of their alliance. While Oriyak gained large swaths of territory in Aleurone itself, Austra inherited all of the Ushean League's former colonies, effectively becoming a world power overnight. Kaiser Emil II is often regarded as one of Austran history's greatest heroes for this feat, and his younger brother scorned all the more for what came after.

Walther could never seem to escape the shadow of his older brother, no matter what he did, and always he dreamed of surpassing even Emil's achievements. Following a tragic course of events in 1973, Austra, along with her Saren autocratic allies of the Oriyak Empire and the Kingdom of Vitestovakia, went to war with the western democracies of Tranaebia, Hyka, Veri, Azrica and others. Austra made its bid for world domination, and in 1975 nearly succeeded, only to be routed in the invasion of mainland Azrica. Walther died from complications arising from a stroke and his eldest, Zofia, became Kaiserin, and in 1977 became the only head of state in Scatterran planetary history to utilize nuclear weapons en masse; under the guise of a peace conference, the Kaiserin distracted the western allies and launched what remained of Austra's strategic air arm to deliver nuclear payloads across eastern Aleurone. The attack, while already pointless, failed to bring about any result but the deaths of millions of civilians and destabilized the economy in Aleurone for decades to come.

Austra was occupied and the empire dissolved, though nationalist sentiment was soon stirred midst the brutal occupation and economic strife that now plagued the world in the wake of the world war. A mysterious demagogue by the name of Otto Kampf rallied the Austran people's sentiments under his banner of Austran Communism, and by 1985 had thrown out the Oriyak and Aleuronian occupiers and negotiated for the departure of the Azricans. From there the 'Reichsvater' saw to rearming and revitalizing the Austran state, forming the international Pact of Steel - a communistic alliance that was just as much about spreading the Saren Ministry as it was about the "third economic way" - and funding revolutionaries abroad. The first to join this new alliance was the Commonwealth of Vitestovakia, emerging from the throes of civil war with the aid of the Austran state. By 2005 a myriad of states worldwide subscribed to the Austran alliance, and Austra saw itself in control of an empire of a different sort, and just as the Volksrepublik was to unleash the Final War on the states of the west, the Reichsvater was killed.

It was never discovered who it was that killed him, but the Volksrepublik still marched forward in the unending struggle, even as the Pact of Steel disintegrated around them they held true. With the rise of the International Coalition of Organized Nations in Eastern Aleurone following the Great War, Austra found itself once more drifting to the wayside of importance. By the 2040s they were again being bullied to enter into the globalist conglomerate that had ruined their nation some seventy years ago, but with the advent of a terrible plague in the east - Six - the people of the world, and of Austra, were desperate for answers. An otherwise unassuming man, struck out to seize power with the aid of many in the military, in order to prevent mass-immigration of potentially infected refugees from Oriyak. Though at the time it frightened many, before long the masses realized what disaster had been averted, and many began to welcome this newfound savior. 

His name was Josef Kampf.

After seven years of silence from the Austran Peninsula, ICON attempted to pressure the now-rogue state into joining their economic hegemony once more, only to be violently rebuffed as evidence came to light that the maritime pirates that ICON offered protection from were actually their own personnel. Austra mobilized its army against ICON's titanic force, but found unlikely allies across the globe: from sandy Nesat and steamy Vendraga to distant Azrica and Saren cousins in Vitestovakia, nationalists across the world began to declare support for the Austran cause, and Councilor Kampf made a bold gesture by founding the Confederacy of Independent States - a mutual defense pact intended to protect nationalist sentiments world-wide. It wasn't even a year before war broke out.

It was perhaps the most terrible conflict in Scatterran history, raging for nearly four years as the Coalition and the Confederacy vied for domination of their planet - winner take all. They fought for so long and so hard that they couldn't see that they were destroying their world with chemical, biological and nuclear armaments, until eventually one side gained the upper hand. The Coalition prevailed over the Confederacy through sheer capital and technology, trumping the Confederate's strength of will and manpower, beating them back until the CIS' central armies were forced back into their warrens of strength. They were given the option to surrender, to lay down arms that both sides might work together to restore and rebuild their shattered world, and mend the rift that had formed between them. The Confederates refused. But perhaps more bold than even refusing, the Austran-dominated alliance embarked on an irreversible course of action - loading the core of their populations and military on hundreds of sleeper ships, rockets that took them to the stars on a night that has forever scarred the Scatterran psyche. Austra chose exile over defeat.

With the advent of faster-than-light technology in the 2030s, such an exodus was made possible and it was not even thirty years before the Confederate exiles arrived at their new homeworld, christened Tannhäuser, deep in the Charybdis Veil. Josef Kampf was canonized for his defense of the free-thinking peoples of Scatter, free from the globalist slavery that he delivered them from, but it was not long before many began to believe him more than a simple saint. Within a year he was crowned Emperor, and within two he was declared the second coming of their national forefather - Scatter. Though perversions of science he has remained alive for the past seven centuries, ensuring that his people have his divine guidance despite his mortal coil, to guide them to glorious providence where war and strife are no longer necessary.

Whether or not they will ever arrive at such is yet to be seen.

Reproduction: Punishable by 10-20 years labor or conscription without a reproduction permit. Permits available to military veterans, civil servants, practitioners of Imperial Sarenism and Syndicate employees. One two-year tour in martial service grants a permit for two pregnancies, and one two-year stint in civil service grants the same. Registering as an official practitioner of the faith and attending mass for one year grants a one-time single-pregnancy reproductive permit. Syndicate employees may apply for permits depending on their years of experience. Miscarriages do not count towards total. Permits from both members of the couple stack together.

Status of Drugs: Marijuana - legal with state-assigned permit. Tobacco - legal, adult age restrictions apply. Cocaine - legal with state-assigned permit. Alcohol - legal, adult age restrictions apply. LSD - illegal outside of applied use by the state. Caffeine - legal, no restrictions. Heroin - legal with state-assigned permit. Opium - legal with state-assigned permit. Methamphetamine - legal with state-assigned permit.
